Romal wins Landmark case

We are delighted to share that  Romal  has achieved a landmark win in the  Romal  Capital (C02) Ltd vs Peel L&P (Ports) Limited  case, with the  High Court of England & Wales (Mr  Justice  Fancourt) ruling in our favour on 18 th November  2025.

Here’s a look at what this means for us, for Liverpool, and for the exciting next chapter ahead.

Why this win matters

  • The Court found that Peel breached its contractual obligations to cooperate with us in securing planning permission for a larger apartment scheme at our Central Docks site.

  • It was assessed that we lost a real and substantial chance of securing permission for a 646‑unit or 538‑unit scheme, because of Peel’s failures.

  • As a result, the court allowed our multi‑million‑pound claim to proceed to quantum (final amount to be confirmed at a hearing before Christmas).

Why this is a win for Liverpool

From the outset, Romal’s vision has been clear: to deliver high‑quality homes, enhance Liverpool’s historic waterfront, and play our part in this city’s transformation.

  • We were the first private developer selected by Peel back in 2017 to begin delivery at Central Docks.

  • We helped activate the 2013 Masterplan and brought forward Phase 1 & 2 ahead of schedule, supporting the Isle of Man Ferry Terminal investment.

  • We have delivered one of the largest private infrastructure programmes in recent Liverpool history — opening parts of the northern docks to the public for the first time in nearly 70 years.

The court’s decision underscores that our commitment to integrity, collaboration and city‑focused regeneration is recognised.

What we’ve delivered — and what's coming

To date:

  • More than 370 high‑quality homes completed.

  • A further 128 apartments scheduled for completion by August 2026 and 67 units the following year on Central Docks.

  • We continue investing heavily in access, connectivity and sustainability across the docklands.

Looking ahead:

  • This judgement gives us renewed energy and clarity to press ahead with our vision for the waterfront.

  • We’ll continue building homes, improving infrastructure, and delivering spaces that celebrate Liverpool’s heritage while shaping its future.

The case in brief

  • In 2018, Romal entered into an Agreement for Lease (AfL) with Peel for the land platform at Plot C02, within the Liverpool Waters scheme.

  • Under the AfL, subject to planning permission, we were to deliver a residential scheme of no fewer than 600 apartments.

  • We applied for schemes of 646 units and later 538 units. Peel, however, did not support our planning process as required — withholding information, submitting conflicting applications and not integrating with our designs. The court found this undermined our chances.

  • In the end, we secured permission for a 330‑home scheme, which we have completed on 135 apartments and are currently constructing the next phase of 128 apartments.

  • Peel’s breach of contract cost us the opportunity (approx. 60% chance) to capture the full upside of the larger scheme.

  • This ruling reinforces Romal’s position as a trustworthy and long‑term partner for Liverpool’s regeneration.

  • Our commitment to delivering high‑quality homes and vibrant waterfront living remains steadfast.

  • By clearing this matter, we can focus full energy on delivering the places people want to live — with amenities, connectivity, and a strong sense of community.
